Yeah I am a little lost on that WWI comment.... soldiers on the front line couldn't pull this trigger and that is when the government decided to train soldiers. What about all the wars prior to that? And not only that, correct me if I am wrong, but video games didn't come from the governments way of training progressing and becoming more technological advanced, the government actually took from the video game industry and utilized that technology for the training of soldiers.
